Most case types have one address for the whole county
Whichever of the 34 cities a matter came from, limited and unlimited civil, small claims, and — the one landlords most often ask about — unlawful detainer and civil harassment are all heard at the Central Justice Center, 700 Civic Center Drive in Santa Ana, where small-claims filings are also processed. Complex civil is not there; it has its own building, the Civil Complex Center at 751 West Santa Ana Boulevard. Juvenile, family law and domestic violence sit at the Lamoreaux Justice Center, 341 The City Drive in the city of Orange. And probate, mental health, and elder and dependent-adult abuse restraining orders are not in Santa Ana — the Designation List sends them to the Costa Mesa Justice Complex, 3390 Harbor Boulevard. Criminal and traffic are the exception: they route by city
Here the Designation List gives each of the 34 cities its own assignment, and it governs where a case is filed. Santa Ana, Orange, Tustin and Villa Park stay at Central. Anaheim, Brea, Buena Park, Fullerton, La Habra, La Palma, Placentia and Yorba Linda go north to the North Justice Center in Fullerton. The coast and south county — Newport Beach, Irvine, Mission Viejo, Laguna Beach, Lake Forest, San Clemente, San Juan Capistrano and their neighbours — go to the Harbor Justice Center on Jamboree Road. Costa Mesa, Cypress, Fountain Valley, Garden Grove, Huntington Beach, Los Alamitos, Seal Beach, Stanton and Westminster go to the Stephen K. Tamura West Justice Center in Westminster. Misdemeanour and traffic trials follow that same matrix, but the List adds two qualifications worth knowing before you drive anywhere: felony trials are assigned to whichever justice center has an open courtroom, and traffic payments and other inquiries may be handled at any center with a criminal or traffic clerk’s office.
One address misleads reliably: the building actually named the Old Orange County Courthouse, at 211 West Santa Ana Boulevard, is not a court. The Clerk-Recorder uses it for marriage services and the OC Archives, and the archives shut between noon and one.
Deeds are recorded at three counters
The Clerk-Recorder works from County Administration South, 601 North Ross Street in Santa Ana, and also lists real property document recording at Suite 160 of the South County office in the Laguna Hills Civic Center on El Toro Road and Suite 110B of the North County office inside the Wells Fargo building on South Harbor Boulevard in Anaheim. A recorded deed is often the first hard evidence that someone moved rather than simply stopped answering.
The recording window shuts before the office does
Recording runs 9 a.m. to 4 p.m. at both branch counters even though those offices stay open to 4:30, and the Anaheim recording counter closes for lunch from noon to one. A same-day recording planned on the posted office hours is half an hour short before it starts.
Fictitious business names are filed at all three counters
Fictitious business name statements and notary registrations are handled at the Santa Ana central office and at Suite 150 in Laguna Hills and Suite 110A in Anaheim. That matters when the person you want is trading under a name that is not their own, which is a common reason an Orange County address goes quiet without the person going anywhere.
