Someone who bought in Rocklin, filed a case in Woodland and last rented in Arden-Arcade has left three trails in three unconnected systems, and a search that stops at the Sacramento County line finds one of them. We are a public-records research firm working under permissible purpose, not licensed private investigators, and we read all six systems before we hand back an address.

The Short Version

A capital-region locate is settled at the county line long before any database is opened. Six counties share this metro, California keeps no single statewide index of trial-court case files, and each county’s superior court, recorder and assessor is therefore a separate stop. California also closes doors that stand open in most other states: voter registration information is confidential under Elections Code section 2194, a residence address held in Department of Motor Vehicles records is confidential under Vehicle Code section 1808.21, and the preliminary change in ownership statement carrying a buyer’s mailing address is secret under Revenue and Taxation Code section 481 even though the deed it accompanies is public. What stays open is substantial – recorded deeds and liens, the assessment roll and parcel data, fictitious business name filings, and each county’s court index – and that is where a capital-region locate is won. We work those records and lawfully licensed data under a permissible purpose. Six Counties, Six Record Systems

The capital region’s paperwork does not live in one place, and neither do its people.

Sacramento County is the anchor: the county seat is the city of Sacramento, the Clerk/Recorder and the Assessor share an address on American River Drive, and the Superior Court is spread across several sites rather than one courthouse. It is also the county where the mailing address lies to you most often, because only seven cities are incorporated inside it and a large share of the population lives in census-designated places that never became cities – Arden-Arcade, Carmichael, North Highlands, Fair Oaks, Orangevale, Rio Linda, Foothill Farms and Antelope among them. Envelopes to those neighborhoods often read “Sacramento, CA”, but the jurisdiction is the county, and code enforcement, sheriff records and permitting all sit at county level rather than with a city that does not exist.

Placer County runs uphill from Roseville and Rocklin to Auburn and on to the Tahoe crest, and it is where a great deal of the region’s newer money has landed. Its Clerk-Recorder-Elections office keeps the county seat in Auburn but opened a second counter in Rocklin on Atherton Road specifically because so much of the county’s business moved south. That geography matters to a locate: a Placer subject in Roseville or Lincoln behaves like a suburban Sacramento subject, while an Auburn or Colfax subject behaves like a foothill one, with rural route addressing and parcels that outnumber street numbers.

El Dorado County is stranger still, because it straddles a mountain range. The county seat is Placerville, but the county’s other population center sits in the Tahoe Basin on the far side of the ridge, an hour and a season away in winter. A single El Dorado file can therefore involve a foothill primary residence and a Tahoe-side seasonal one, and knowing which is which is the whole job. Yolo County, across the Sacramento River, is seated at Woodland and holds Davis, West Sacramento and Winters – a university town, a river-port city and farm country in one small county, with three completely different turnover patterns.

Sutter County and Yuba County face each other across the Feather River at Yuba City and Marysville. The Sutter County Clerk-Recorder sits on Second Street in Yuba City; the Yuba County Clerk-Recorder is on Eighth Street in Marysville, and its online index of recorded documents reaches back to January 1989, which means anything older is a counter search rather than a screen search. These two counties are where the region’s orchard and cannery work concentrates, and where a family-anchored mailing address is most likely to be standing in for a household that actually moves.

Inside Sacramento County’s Record Apparatus

Three separate offices, and the wrong one will send you away empty-handed.

The Sacramento County Clerk/Recorder is the archive of legally recordable documents. It records deeds, maps and liens, issues birth, death and marriage certificates, and takes fictitious business name filings. It also tells you plainly what it does not hold: divorce records are kept by the Superior Court, not by the Clerk/Recorder. That one distinction burns more amateur searches in this county than any database gap, because a dissolution file is often the richest address document a person leaves behind, and people go looking for it at the wrong counter on American River Drive.

The Sacramento County Assessor occupies the same address and answers a different question: who owns the parcel, and what is it worth. Its parcel viewer maps assessor parcel numbers and its ownership lookup runs a search from a name to a property or from a property back to a name. For a locate, the assessment roll is a dated ownership signal you can trust: California reassesses on change of ownership, so a transfer that shows up in the roll is a transfer that actually happened, on a date, to a named party.

The Superior Court of California, County of Sacramento is the third pillar, and it is emphatically not one building. Downtown operations – civil and criminal courtrooms and jury services – now run out of the Tani G. Cantil-Sakauye Courthouse at 500 G Street. Family law and probate are heard at the William R. Ridgeway Family Relations Courthouse on Power Inn Road, several miles southeast. Limited civil matters including small claims, traffic and unlawful detainer have long been handled at the Carol Miller Justice Center on Bicentennial Circle, and juvenile matters sit on Kiefer Boulevard. A subject can appear in three of those buildings in five years and, to someone searching for “the Sacramento courthouse”, look like they were never in court at all. We read the index, not the building.

Those three offices answer three different questions – what was recorded, who owns it, and who was sued – and a Sacramento locate that asks only one of them is a partial answer wearing a confident face. Read the table as a routing rule rather than trivia. A file that names Roseville is a Placer file even though everyone calls it Sacramento; a file that names Davis is a Yolo file with a university calendar attached; a file that names Marysville may need a person standing at a counter rather than a query. The counties are close enough that people cross them weekly and separate enough that their records never meet, which is why our statewide California skip tracing work starts from the county, not the state.

What California Closes, and What It Leaves Open

The state’s access rules are tighter than most, and they change how a locate is built.

Skip tracers who work several states notice California quickly: two of the standard address sources are simply unavailable. Voter registration is the first. Under Elections Code section 2194, California voter registration information is confidential, may not be used for any personal, private or commercial purpose, and is released only for election, scholarly, journalistic, political or governmental purposes. In many other states a voter file is an ordinary, current, self-reported address source; here it is off the table, and any service implying otherwise is describing a different state’s rules.

Motor vehicle records are the second. A residence address held in Department of Motor Vehicles records is confidential under Vehicle Code section 1808.21, disclosable only to a court, a law enforcement agency, another government agency or a requester specifically authorized by sections 1808.22 and 1808.23, with further suppression for a person who is the subject of stalking or of a threat of death or great bodily injury. The federal Driver’s Privacy Protection Act sits on top of that. Vehicle data can still support a locate where a request genuinely qualifies, but it is a narrow lane, not a lookup.

Two quieter rules catch people out. Birth, death and marriage records are issued as authorized or informational copies under Health and Safety Code section 103526: a requester who is not the registrant, a close relative, a legal representative or another listed party receives a copy stamped “INFORMATIONAL, NOT A VALID DOCUMENT TO ESTABLISH IDENTITY”. It confirms the event; it will not carry you further. And when property changes hands, the deed is recorded and public while the preliminary change in ownership statement filed alongside it – the PCOR carrying the new owner’s mailing address – is held secret under Revenue and Taxation Code section 481, which makes those statements not public documents. Knowing that saves a week of chasing a document nobody will hand over.

One California rule bites hardest here. Government Code section 7928.205, amended by AB 1785 effective January 1, 2025, bars any state or local agency from publicly posting the home address or telephone number of an elected or appointed official, or both that official’s name and the assessor parcel number tied to the home address, without written permission. The rule is statewide; the officials are concentrated in the capital. The parcel is still public – the linkage is what the statute restricts. What remains open across all six counties is the backbone of the work: recorded deeds, deeds of trust, liens and reconveyances; the assessment roll and parcel maps; fictitious business name statements; and each county’s own court index. The Transfer That Was Not a Move

A civil-service career changes departments and buildings without changing the household. Your employer field goes stale while the address stays put.

They Bought Up the Hill

The household left a rental in the city and bought in Roseville, Rocklin or El Dorado Hills. The new deed is real and recorded – in Placer or El Dorado County, where nobody searching Sacramento will see it.

The Address Says a City That Is Not One

Carmichael, Arden-Arcade, North Highlands and Fair Oaks are unincorporated. No city hall, no city police record, no city clerk – it is all county.

The Season Ended

Orchard, row-crop and processing work in Yolo, Sutter and Yuba counties runs on a calendar. The household that answered the door in August may be an hour north by November, with the same relative’s address on every form.

Down a Levee Road

In the Delta end of Sacramento County – Walnut Grove, Locke, Isleton and the river roads – addressing is levee-based and irregular. A server sent to a street number can find no such number exists.

A Protected Address

The subject may be enrolled in California’s Safe at Home program with a substitute address on file. That is a hard stop for us, not an obstacle to work around.

Who Moves Through the Capital Region

Three populations, three different ways an address decays.

The state workforce. Sacramento is the seat of California’s government, and civil-service careers move laterally between departments while the departments themselves move between downtown buildings, leased space along the river and offices out in Rancho Cordova. For skip tracing that inverts the usual logic: in most metros a current employer is the fastest confirmation of a current address, while here an employer of record can change repeatedly without the household moving at all. We weight residence signals above employment signals accordingly.

Buyers arriving from the west. Two decades of the region’s growth have come substantially from households leaving the Bay Area for a mortgage they can carry, and they land not in the city core but in south Placer and in El Dorado Hills and Folsom on the county line. So the first thing we do with a stale metro address is check the two collar counties uphill of it rather than the neighborhoods next door.

Agricultural and processing labour. West and north of the city, Yolo, Sutter and Yuba counties run on a farm calendar, and the households that work it commonly hold a stable family address while individual workers move with the season. The address is genuine and the person is not there. Treat it as an associate anchor – a thread into a family, a neighborhood and a set of records – not a residence to send a server to. That distinction is most of the difference between an address that lets a process server complete service on the first attempt and one that burns three.

Whichever seat you are in, the obstacle is the same: the address you hold belongs to a county you have not searched, to a place that is not a city, or to a family rather than a person. We resolve it with lawful skip tracing and public-records research and say plainly when the record will not support the conclusion. We are not a consumer reporting agency and what we deliver is not a consumer report under the federal Fair Credit Reporting Act, so it cannot be used to decide employment, tenancy, credit or insurance eligibility. We are not licensed private investigators and we claim no investigative licensure or law-enforcement standing. Every matter needs a permissible purpose, and we ask what yours is before any work starts. We do not pretext, we do not access private financial account contents, and we do not represent a records-based inference as a confirmed fact.

In California those limits are partly the state’s own. Elections Code section 2194 bars personal, private and commercial use of voter registration information outright, so no California voter list is part of our work. Vehicle Code section 1808.21 keeps a DMV residence address from any requester who is not a court, a law enforcement agency or another authorized government agency, and Revenue and Taxation Code section 481 puts the PCOR mailing address out of reach. When a California rule closes a door we record that in the file rather than look for a way around it.

We also decline work. California’s Secretary of State runs the Safe at Home address-confidentiality program for survivors of domestic violence, stalking, sexual assault, human trafficking and certain other circumstances, giving participants a substitute address that agencies accept in place of a residence. That certificate does more than mask a mailing address: presented to the Department of Motor Vehicles, it suppresses the participant’s registration and driver’s license records under Vehicle Code section 1808.21 as well. When a subject is enrolled, that is where our search ends – as it does for any request that reads as an attempt to reach someone avoiding harm, or anything aimed at a protective-order petitioner. Turning that work down is what keeps the rest of it defensible.

Which counties does a Sacramento locate actually cover?

Six: Sacramento, Placer, El Dorado, Yolo, Sutter and Yuba. People here commute and move across those lines constantly – a job downtown, a house in Rocklin, family in Marysville – while the counties keep entirely separate recorder indexes, court indexes and assessment rolls. We treat the six as one search area and route each file to the counties its own signals point toward.

My subject’s mail says Sacramento but no city record exists. Why?

Because the address is almost certainly unincorporated. Sacramento County contains only seven incorporated cities, and much of its population lives in census-designated places with no city government at all. Postal addressing still says “Sacramento”, but permits, sheriff records and code enforcement are county functions, so a search aimed at a city returns nothing – there is no city to hold the record.

Where do Sacramento County court records physically live?

In several buildings. The Superior Court of California, County of Sacramento runs downtown civil and criminal operations from the Tani G. Cantil-Sakauye Courthouse on G Street, hears family law and probate at the William R. Ridgeway Family Relations Courthouse on Power Inn Road, handles small claims, traffic and unlawful detainer at the Carol Miller Justice Center on Bicentennial Circle, and sits juvenile matters on Kiefer Boulevard. Can you use California voter registration to find an address?

No. Elections Code section 2194 makes California voter registration information confidential and permits release only for election, scholarly, journalistic, political or governmental purposes; personal, private and commercial use is barred outright. That is a real difference from states where the voter file is a routine, current address source, and it is why a locate here leans harder on recorded property documents and court indexes.

What about a California DMV address?

A residence address in any Department of Motor Vehicles record is confidential under Vehicle Code section 1808.21 – disclosable to a court, a law enforcement agency or another authorized government agency, with further suppression for a person who is the subject of stalking or a threat of great bodily injury. The federal Driver’s Privacy Protection Act applies as well. It is not an open lookup and we do not treat it as one.

Can a birth or death certificate confirm my subject’s identity?

Only partly. Health and Safety Code section 103526 splits California birth, death and marriage records into authorized and informational copies. A registrant, a close relative, a legal representative or a listed official can obtain an authorized copy; anyone else receives one bearing the legend “INFORMATIONAL, NOT A VALID DOCUMENT TO ESTABLISH IDENTITY”. That confirms the event, which often settles an heir or estate question, but it does not establish identity. A confidential marriage record is not released to a non-authorized requester at all.

The deed is recorded, so why can’t you get the new mailing address?

Because the two documents are treated differently. The deed is recorded and public; the preliminary change in ownership statement filed with it – the PCOR carrying the buyer’s mailing address – is held secret under Revenue and Taxation Code section 481, which makes those statements not public documents. The transfer, the parties, the date and the parcel stay readable; that mailing address does not. We develop the current address from the assessment roll, tenancy and associate signals instead.

How fast is a capital-region locate, and what do you need from me?

For a workable request with a permissible purpose, a first read typically comes back within 24 hours; a file whose trail runs through Yuba County recordings older than January 1989, or through any other counter-only index, takes longer and we say so.
